Personal Profile of Yappi Manafe
Yappi Manafe received his law degree from the Satya Wacana Christian University (UKSW) in Salatiga in 1982. He worked as a civil servant in the Ministry of Tourism, Postal Affairs, and Telecommunications starting in 1984, where he held the positions of Head of the Legal Documentation Sub-Division, Head of the Legal Review Sub-Division, and Head of the Foreign Cooperation Division under the Ministry’s Legal Affairs and Organization Bureau.
In 2000, he moved to the Ministry of Tourism, Art, and Culture, holding the positions of Multilateral Cooperation Analysis Staff, Assistant Deputy for International Tourism Institution Relationships, was the Head of the Sub-Directorate for Multilateral Economic Cooperation under the Directorate General of Foreign Marketing of the Ministry of Culture and Tourism, as well as Director of Tourism Promotion under the Culture and Tourism Development Agency
In 2000, he moved to the Ministry of Tourism, Art, and Culture, holding the positions of Multilateral Cooperation Analysis Staff, Assistant Deputy for International Tourism Institution Relationships, was the Head of the Sub-Directorate for Multilateral Economic Cooperation under the Directorate General of Foreign Marketing of the Ministry of Culture and Tourism, as well as Director of Tourism Promotion under the Culture and Tourism Development Agency.
In 2001, he moved to the Ministry of Communications and Information, holding the positions of Assistant Deputy for Telematics Legislation, Deputy for Telematics, Head of the Planning Bureau, and Head of the Legal Affairs and Foreign Cooperation Bureau.
In 2010, he moved to Indonesia’s National Narcotics Agency (BNN), holding the position of Deputy for Prevention. In 2014, he entered retirement and was appointed as a Member of BNN’s Group of Experts for several years. In 2014, together with Prof. Dr. AM. Hendropriyono, S.T., S.H., M.H., Police Com. Gen. (Ret.) Gories Mere, and Anton Sugiono, he established the Hendropriyono Strategic Consulting (HSC) office, working there from its establishment until 2019. In 2024, he was reappointed as a member of BNN’s Group of Experts for the 2024-2026 term.
He has attended numerous seminars, scientific gatherings, and courses, at home and abroad (including: ITU, WSIS, UNCITRAL, UNCOPUOS, UNODC, WTO, WIPO, UNESCO, FCC/USA, AUSTEL, INTELSAT, INMARSAT, JICA, APEC, ASEAN, and ASOD-ASEAN/Senior Officer Meeting on Drug Matters), where he discussed various topics related to policies and regulations in the Tourism, Postal Affairs and Telecommunications sectors (ICT Convergence), satellites, aviation, the Peaceful Uses of Outer Space (a topic covering regulations about space demarcation limits, space debris mitigation, and remote sensing), the use of nuclear energy in space, and a number of complex issues related to narcotics. As Vice Chairman of the Coordinating Project Management Implementation Unit (CPMIU) he managed implementation of the World Bank’s Information Infrastructure Development Project or IIDP in Indonesia, from May 1997 until concluded in December 2004.
He has maintained a professional career for thirty years, worked in multiple sectors, most of which are connected to the formulation of policy and strategy, planning, drafting regulations, and supervision of their subsequent implementation in the tourism, postal, information and communication technology convergence (ICT) sectors. He has aided in increasing private sector participation in the service provision in the fields of tourism, post, and ICT by eliminating barriers to business, and sustainable efforts to prevent and reduce the prevalence of narcotics abuse in Indonesia.
Meraih gelar Sarjana Hukum dari Universitas Kristen Satya Wacana (UKSW), Salatiga tahun 1982. Berkarya sebagai pegawai negeri di Departemen Pariwisata, Pos dan Telekomunikasi, sejak tahun 1984, menjabat sebagai Kepala Sub Bagian Dokumentasi Hukum, Kepala Sub Bagian Penelaahan Hukum, Kepala Bagian Kerja Sama Luar Negeri pada Biro Hukum dan Organisasi.
Tahun 2000 pindah ke Departemen Pariwisata, Seni dan Budaya, menjabat sebagai Tenaga Analis Kerja Sama Multilateral, Asisten Deputi Hubungan Lembaga Pariwisata Internasional, menjabat sebagai Kepala Sub Direktorat Kerja Sama Ekonomi Multilateral, Direktorat Jenderal Pemasaran Luar Negeri, Kementerian Kebudayaan dan Pariwisata, menjabat sebagai Direktur Promosi Pariwisata pada Badan Pengembangan Kebudayaan dan Pariwisata.
Tahun 2001 pindah ke Kementerian KOMINFO, menjabat sebagai Asisten Deputi Urusan Perundangan Telematika, Deputi Bidang Telematika, menjabat sebagai Kepala Biro Perencanaan, menjabat sebagai Kepala Biro Hukum dan Kerja Sama Luar Negeri.
Tahun 2010 pindah ke Badan Narkotika Nasional RI, menjabat sebagai Deputi Pencegahan. Tahun 2014 memasuki masa Purnabakti dan diangkat sebagai Anggota Kelompok Ahli BNN selama beberapa tahun. Tahun 2014 bersama-sama Prof. Dr. AM. Hendropriyono, S.T., S.H., M.H., Komjen Pol (P) Gories Mere, Anton Sugiono mendirikan kantor Hendropriyono Strategic Consulting (HSC) dan bekerja di kantor HSC sejak pendirian kantor sampai tahun 2019. Tahun 2024 diangkat kembali sebagai anggota Kelompok Ahli BNN untuk masa bakti 2024 – 2026.
Mengikuti berbagai seminar, pertemuan ilmiah, dan kursus, baik di dalam maupun di luar negeri, (antara lain forum ITU, WSIS, UNCITRAL, UNCOPUOS, UNODC, WTO, WIPO, UNESCO, FCC/USA, AUSTEL, INTELSAT, INMARSAT, JICA, APEC, ASEAN, ASOD-ASEAN/Senior Officer Meeting on Drug Matter) membahas berbagai topik tentang kebijakan dan regulasi di sektor Pariwisata, Pos dan Telekomunikasi (Konvergensi TIK/ICT), Satelit, Penerbangan, penggunaan Ruang Angkasa Untuk Maksud Damai (topik yang dibicarakan mencakup pengaturan tentang: delimitasi antariksa, pecahan benda angkasa/space debris, penginderaan jauh/remote sensing), penggunaan sumber energi nuklir di ruang angkasa, membahas berbagai permasalahan narkotika yang amat kompleks. Sebagai Wakil Ketua CPMIU (Coordinating Project Management Implementation Unit), mengelola implementasi proyek TIK Bank Dunia: Information Infrastructure Development Project/IIDP di Indonesia (sejak Mei 1992 hingga selesai, Desember 2004).
Selama 30 tahun berkarir secara profesional, telah bekerja di berbagai sektor, sebagian besar terkait dengan perumusan kebijakan dan strategi, perencanaan, penyusunan regulasi, dan pengawasan implementasinya di sektor-sektor pariwisata, layanan pos, konvergensi teknologi Informasi dan Komunikasi (TIK/ICT), kebijakan dan regulasi terkait permasalah narkotika. Telah membantu meningkatkan partisipasi sektor swasta dalam penyediaan layanan di bidang pariwisata, pos, dan TIK/ICT melalui penyingkiran berbagai hambatan berusaha, serta upaya secara berkelanjutan untuk mencegah dan mengurangi tingkat prevalensi penyalahgunaan narkotika di Indonesia.
